Relief might be on the way for small business owners and employees in central Wisconsin as they struggle under the burden of rising health care costs. U.S. Senators Russ Feingold (D-Wis.) and Susan Collins (R-Maine) on April 15 introduced a bill aimed at helping businesses form group-purchasing cooperatives to rein in the rising costs of providing health care to employees.

Spring is a time for renewals and cleanings. Speakers who testified before the Legislature's Joint Audit Committee said it's time to do both for the state's W-2 welfare reform program. We couldn't agree more. The program in Milwaukee - where 80% of the state's W-2 clients live - has been battered by scandal and bureaucratic bumbling. Most important, the people the program is supposed to help aren't getting that help, according to a growing pile of evidence. A state audit recently found that...

The Ashwaubenon Public Safety Department marked its 25th anniversary on Friday by becoming legal. Well, it always was legal, but it will continue to be thanks to a bill signed by Gov. Jim Doyle at the Ashwaubenon Village Hall. The bill removes a cap that required municipalities with more than 20,000 residents to have separate police and fire departments.

Gov. Doyle has declared this week "Dam Safety Awareness Week" in Wisconsin to promote safety awareness and help prevent accidents throughout the spring and summer.
State Tax Growth Slows

State tax and fee collections rose 1.4% over the past five years, ranking Wisconsin fifth-lowest in tax growth among the states, new figures show. The slow growth stems from income tax cuts in 2000 and 2001. Since a sharp falloff in revenue between 2000 and 2001, tax and fee collections have steadily risen - but the increases have not been as high as in most other states, according to a U.S. Census Bureau report and state Department of Revenue figures.

Several Democratic-leaning groups are making political hay out of Republican efforts to block an increase in the state's minimum wage. The Greater Wisconsin Committee, a self-described progressive "issue advocacy" group, is sponsoring radio ads targeting four Republican state senators for their opposition to the increase.
